Upper Peshtigo River Watershed

Details

The Upper Peshtigo River Watershed extends from the headwaters of the Peshtigo River in central Forest County southeast to Caldron Falls Reservoir in western Marinette County. A very small portion of the watershed lies in northeastern Oconto County. Wetlands are abundant in the eastern and central parts of the watershed. Soils around Caldron Falls are excessively drained and sandy. Soils in the northern and eastern portions of the watershed are poorly drained. Two dams have been built on the Peshtigo River in the southern part of the watershed.

Ecological Landscapes for Upper Peshtigo River Watershed

Ecological Landscapes

The North Central Forest Ecological Landscape occupies much of the northern third of Wisconsin. Its landforms are characterized by end and ground moraines with some pitted outwash and bedrock controlled areas. Kettle depressions and steep ridges are found in the northern portion. Two prominent areas in this Ecological Landscape are the Penokee-Gogebic Iron Range in the north extending into Michigan, and Timm's Hill, the highest point in Wisconsin (1,951 feet) in the south. Soils consist of sandy loam, sand, and silts. The vegetation is mainly forest, with many wetlands and some agriculture, though the growing season is not as favorable as it is in southern Wisconsin. Lake Superior greatly influences the northern portion of the Ecological Landscape especially during the winter season, producing greater snowfall than in most areas in Wisconsin. The historic vegetation was primarily hemlock-hardwood forest dominated by hemlock, sugar maple, and yellow birch. There were some smaller areas of white and red pine forest scattered throughout the Ecological Landscape, and individual white pines trees were a component of the hemlock-hardwood forest. Harvesting hemlock to support the tanneries was common at the turn of the century, and the species soon became a minor component of forests due to over-harvesting and lack of regeneration. Currently, forests cover approximately 80% of this Ecological Landscape. The northern hardwood forest is dominant, made up of sugar maple, basswood, and red maple, and also including some scattered hemlock and white pine pockets within stands. The aspen-birch forest type group is also relatively abundant, followed by spruce-fir. A variety of wetland community types also are present, both forested and non-forested.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.

Pickerel Chain Lakes Association: Lmi - Little Pickerel Aeration Implementation Project: The Pickerel Chain Association proposes to install an aerator in Little Pickerel Lake. The project elements and deliverables are specified in the Pickerel Lake\2019s Protection Grant application, dated February 1, 2017.

This grant will fund the installation of an aeration system in Little Pickerel Lake. The aeration system will be installed in 2017 using PCLA members and assisted by the Oconto County WDNR fisheries staff for placing the airline and diffusers. Providing electric power and completing the on-shore preparation work to house the system compressors will occur in late summer/fall. Placement of the system airlines and diffusers into the lake will occur in the fall of 2017. Signing at all public access points to all three lakes of the chain will be placed prior to the ground freezing and the lake forming an ice cover. Open water safety fencing will be installed using the same type fencing system used on Pickerel Lake and will be placed by PCLA members once safe ice for foot travel is present.

If consultant is to provide the final report, it is recommended that the Grantee provide the DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR will be provided both paper and electronic .pdf copies of the final report along with, or prior to, submission of grantee\2019s final payment request. Chute Lake P & R District: Hlk - Chute Pond Healthy Lakes 2017: Partnering with property owners, Chute Lake Protection & Rehabilitation District #1 is sponsoring a grant to implement water quality and habitat best practices from Wisconsin\2019s Healthy Lakes Implementation Plan. Best practices, including fish sticks, 350 sq. ft. native plantings, diversions, rock infiltration, and/or rain gardens, will be designed and installed according to the Healthy Lakes fact sheets, technical guidance and grant application.

All funded best practices require contracts that must remain in place for 10 years and include the minimum operation and maintenance requirements described in grant condition #16 at the end of this agreement. If the landowner is the grant sponsor this Lake Protection Grant Agreement serves as the contract. If the best practice(s) will be implemented on land other than the sponsor\2019s, a Conservation Contract between the sponsor and landowner describing the 10-year contract period, minimum operation and maintenance details, and data to be collected is required.

The Department may perform site inspections and/or monitoring to ensure project success.

Deliverables include: Signed 10-year landowner Conservation Contract(s) with operation and maintenance requirements; data collected; pre and post project installation photographs; and summary of education activities and publicity/promotion of Healthy Lakes initiative, if applicable.

Special conditions: Project management and technical assistance costs cannot exceed 10% of the state share of the grant award; this does not include implementation labor. Water regulation and/or county zoning permits must be issued before construction, and all regulatory requirements apply. The Healthy Lakes logo should be used for promotion and publicity and DNR recognized as a funding source.

Northwoods Land Trust, Inc.: Forest County River Conservation Project: Northwood\2019s Land Trust, Inc. proposes to conduct a direct mail education campaign with all property owners on the priority river and stream segments in Forest County that were identified by the DNR Northern Rivers Initiative. An information packet will be provided highlighting voluntary conservation options those property owners can utilize to protect the priority stream corridors. Those options include conservation easements, land donation, land registry and conservation buyer programs. Individual on site property assessments and conservation planning will be conducted with any landowners who express interest.

The project includes the following goals: 1) Direct mail information packets describing voluntary conservation options private landowners can utilize to protect their properties. This information will include how the options can protect land while also providing income, estate and other tax benefits to landowners. The mailing will include all private property owners with at least 500 feet of natural shoreline on these priority river segments; 2) Conduct on-site follow-up contacts with interested landowners as generated by mailing and media publicity; 3) Encourage interested landowners to voluntarily enter into perpetual land protection agreements or utilize other land protection tools to protect their priority river/stream segments.

Project deliverables include: 1) Copies of color GIS maps of each of the towns with digitized parcel maps will be provided to illustrate the parcels/landowners identified within 500 + feet of existing natural shoreline frontage; 2) A generalized listing of Forest County landowner follow-up contacts by program type will be provided.

The WDNR will be provided electronic and hard copies of all data and or reports/plans generated as a result of this project.

Trout Unlimited-Wild River Chapter: Spencer Creek - Reconnecting Coldwater Habitat: Wild Rivers Trout Unlimited will be sponsoring a restoration project on Spencer Creek, Forest County, WI. The project will replace an undersized culvert that is restricting flow and, is creating sediment deposition upstream from the culvert and scouring downstream from the culvert. The perched culvert is also impeding fish passage. Replacement of this barrier will reconnect 5 miles of Spencer Creek to the Rat River system and 1.56 miles of Swan Creek.

Project goals: Restore the instream habitat and aquatic connectivity of Spencer Creek. Additional expected project accomplishments include: elimination of impounding conditions upstream from Flanner Road; restoration of natural stream velocities both up and downstream of the road crossing; restoration of trout and other aquatic organism movement throughout the entirety of Spencer Creek and in and out of the Rat River, allowing natural movements to complete life history stages, increase coldwater refuge areas during warm water periods in the Rat River and, increase genetic diversity among the trout population in the entire system; reconnecting 5 miles of Spencer Creek; reconnecting use of 1.56 miles of Swan Creek.

Project deliverables: A post construction report describing monitoring conducted to document changes in velocity, water depth, silt depth, substrate type, invertebrate abundance and a mark and recapture study to ensure that fish are moving through the newly installed culvert. Temp thermistors will also be deployed to document any changes in upstream water temperatures.

Specific conditions for this Project: The WDNR will be provided electronic and hard copies of all data and or reports/plans generated as a result of this project.

Upper Peshtigo River WatershedWatershed History Note

The Towns of Argonne, Armstrong Creek and Blackwell are located in the Upper Peshtigo River Watershed in Forest County. The Town of Argonne experienced the same pattern of growth as many other northern Wisconsin communities. First, the lumberjacks came, then small businesses opened in the area to support the logging industry, then the railroad came, which allowed for greater services in the community and a wider connection to the outside world. The Town of Argonne had many names before Argonne was chosen in 1921 as a result of the patriotic fervor after the World War I Battle of Argonne in eastern France. The Town of Armstrong Creek received an influx of settlers in the early 1900s when the Grimmer Land Company published ads in the Chicago and Pittsburgh area newspapers, targeting Polish immigrants. These settlers brought much of their culture, such as dance, food and crafts to the northwoods and Polish Heritage Days are still celebrated today. The Town of Blackwell once had 800 - 1000 residents, many of whom worked for the Flanner family in the hardwood mill. The Flanner home, one of the finest in northern Wisconsin, had a walnut paneled living and dining room, birds eye maple flooring, and several fieldstone fireplaces. Today this home is still in use as a nursing home. Blackwell is also home to the Blackwell Civilian Conservation Job Corps Center, which recently participated in the restoration project for the Red Bridge, a historic red steel "Pratt pony truss" design which was constructed in 1908. It replaced an earlier wooden bridge that served as a stream crossing along Old 101 Road, originally a 19th century wagon trail connecting the city of Shawano with logging camps and mines to the north.
